Preheat oven to 325 degrees F.
In a Dutch oven, brown beef and onions; drain.
Stir in the green pepper, tomato soup, chili sauce, vinegar, mustard, sugar, salt and pepper.
Bake, uncovered for 2 hours, stirring occasionally. Serve on buns.
